According to the Equal Access Section regulation, all publicly available video content should have captions in order to make it accessible to viewers with learning disabilities. The regulation is applicable to all in-camera recordings of government proceedings at the national, state and local level such as CSPAN broadcasts of congressional hearings and debates, Public Access TV broadcasts of local city council meetings and other events. Traditional captioning methods are both cost prohibitive and time-consuming often requiring multiple steps. Broadcast channels require synchronized captions that they can quickly enter into their line-21 encoding devices to embed captions.
A service based on cutting edge technology like Captions ToGo provides synchronized, input ready captions for quick entry into encoding devices for captioning in-camera proceedings of city council meetings..
